2024 Austinville Sewer Improvements
Bids for the construction of the Project will be received at the County Administration Office Board Room located at 340 South Sixth Street, Wytheville, VA 24382, until Thursday, September 12, 2024 at 2:00 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Contracts:
- Austinville Sewer Improvements Phase II including the replacement or installation of approximately 4176 LF of 8” gravity sewer and appurtenance.
- Austinville Wastewater Treatment Plant, Trickling Filter Wall Repair including the repair of deteriorating CMU trickling filter wall.

Upon registering, the web link will be issued. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00AM and 4:00PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The nonrefundable cost of printed Bidding Documents is $300 per set, payable to Mattern & Craig plus a nonrefundable shipping charge. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Bidders must be licensed as a Contractor in the Commonwealth of Virginia. Bids must be accompanied by a bid guarantee as specified in the Instructions to Bidders. The bidder’s attention is directed to the requirements of Title 54.1, Chapter 11, of the Code of Virginia. Withdrawal of bid due to error shall be in accordance with Title 2.2, Chapter 43 (2.2-4330, Paragraph B.1) of the Code of Virginia. The project will be funded through the Virginia Clean Water Revolving Loan Fund (VCWRLF) Program as administered by the Virginia Department of Environmental Quality Southwest Regional Office (DEQSWRO). MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex or national origin; the President’s Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; American Iron and Steel provisions contained in Subpart J of the VCWRLF Contract Inserts, and MBE/WBE provisions contained in Subpart C. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
A joint pre-bid conference for the Project will be held on Tuesday, August 27, 2024 at 10:00 AM local time at the Wythe County Administration Office Board Room located at 340 South Sixth Street, Wytheville, VA 24382. Attendance at the pre-bid conference is highly encouraged but not required.

Wythe County desires to enter into an agreement with an experienced real estate firm or developer with the experience and contacts necessary to market 46 acres of County property for retail, major hotel, hospitality, dining and housing.
Wythe County is located midway between Bristol and Roanoke at the crossroads of Interstates 77 and 81, with 1.44 million people living within a 75-mile radius. The County owns 30.94 acres adjoining Chapman Road between Wytheville and Fort Chiswell. This frontage road along both interstates is located just off Exit 77.
The property adjoins the County-owned Hitachi Energy Arena, a 5,394-capacity concert venue and 3,600-seat hockey arena, home of the Blue Ridge Bobcats, concerts and exhibitions. This season, Appalachian State University Hockey will play four home Division I games against College of Charleston and the University of Tennessee.
The County wants to attract significant hotels and restaurants to the property to support the Hitachi Energy Arena, and is open to a variety of development formats, property subdivisions and development layouts. The County is willing to work with one or more developers. The County has a conceptual master plan, but is open to changes to that plan. Use of new market tax credits and other tax-advantaged investments will be considered.
The County owns an additional utility-served 15 acres adjoining the same property. That acreage is suitable for higher-density housing development, single-family homes, apartments, condominiums or town homes. The County is open to proposals from private developers, and would prefer to help ease local housing demand through higher density development. The location has expansive vistas including Big Walker Mountain, Hamilton’s Knob and Sand Mountain, adjoining both existing single-family neighborhoods and the Hitachi Energy Arena.
Real estate firms and developers interested in submitting proposals should have extensive experience in marketing major interstate-connected developments, a wide variety of commercial hospitality and retail contacts and a commitment to land the best possible developments for the County’s future economic growth.

Respondents should expect to interview with County staff in late September or early October, with selection scoring based on quality of response, demonstrated experience, marketing plan, references and qualifications. In compliance with the Code of Virginia of 1950, and amendments thereto, the Wythe County Board of Supervisors will conduct a public hearing to consider Amendment No. 2 to Ordinance 99-2 entitled, “Solid Waste Ordinance of Wythe County, Virginia.” The Board of Supervisors shall hear comments from citizens concerning the proposed amendment.

The Wythe County Board of Supervisors invites interested, qualified contractors to submit bid pricing for the following project:

Replacement commercial-grade roll-up garage doors must be insulated, have small insulated security windows in one panel and provide obstruction detection/door closure stop. The county prefers controllers which support smart monitoring, secure remote operation, and driver hazard detection and warnings.
All county fire stations are metal construction built in the mid-1990s. Some controllers and one door have been replaced in that time, and all stations are substantially identical in exterior and door construction. All fire station door openings are identical at approximately 14 feet high by 14 feet wide. EMS door is 14’ high by 12 feet wide.
Prospective respondents may visit the Lead Mines Station or Max Meadows Fire Department weekdays between 8 a.m. and 5 p.m. to review current door construction.
Responses must include: full description of proposed replacement equipment; insulation R-values for replacement doors; detailed warranty coverage; proposed time delivery and installation; recommended and optional equipment and systems, with costs; equipment service schedule; itemized project pricing; bid bond; total bid amount. Successful respondent must provide a performance bond within seven business days of award.
