PROJECT DESCRIPTION:  The Wythe County Board of Supervisors has applied for reissuance of the permit for the publicly owned Shorts Creek Wastewater Treatment Plant. The applicant proposes to release treated sewage wastewater into a water body at the flow rate of 0.02 million gallons per day (MGD) and a potential future flow rate of 0.04 MGD. The permittee shall conduct all biosolids (sewage sludge) use and disposal activities in accordance with the sludge management plan approved with the reissuance of this permit. 

The sludge (biosolids) management plan consists of transporting the sludge to New River Resource Authority in Dublin, Virginia. 

The applicant proposes to release the treated sewage wastewater into Shorts Creek, in the New River Watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: bacteria, nutrients, organic matter, physical and chemical properties, and solids. The permit also includes special conditions regarding compliance reporting, control of significant dischargers, sludge management, and other requirements and special conditions. 

HOW TO COMMENT AND/OR REQUEST AND PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. DEQ must receive hand-delivery and postal mail by close of business and e-mail comments by 11:59 p.m. on the last day of the comment period. Submittals must include the names, mailing addresses or e-mail addresses of the commenter/requester and of all the persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.

The Wythe County Board of Supervisors will consider abandonment of a portion of discontinued old Route 619 from 1.53 miles north of Route 629 to 1.65 miles north of Route 629, a distance of 0.12 mile(s). The Wythe County Board of Supervisors will conduct a public hearing on Tuesday, May 28, 2024, at 6:00 p.m. to hear public comment on the the proposed County Budget (which includes the School Board Budget) for Fiscal Year 2024-25 and on the proposed Tax Levy for Calendar Year 2024. The Virginia Department of Transportation and the Wythe County Board of Supervisors, in accordance with Section 33.2-331 of the Code of Virginia, will conduct a joint public hearing in the Board Room of the Wythe County Administration Building, 340 South Sixth Street, Wytheville, Virginia, at 6:05 p.m. on May 28, 2024. The purpose of this public hearing is to receive public comment on the proposed Secondary Six-Year Plan for Fiscal Years 2024/25 through 2029/30 in Wythe County and on the Secondary System Construction Budget for Fiscal Year 2024/25.  Copies of the proposed Plan and Budget may be reviewed at the Wytheville Residency Office of the Virginia Department of Transportation, located at 2843 Chapman Road, Wytheville, Virginia 24382 or at the Wythe County offices located at 340 South Sixth Street, Wytheville, Virginia 24382. 

All projects in the Secondary Six-Year Plan that are eligible for federal funds will be included in the Statewide Transportation Improvement Program (STIP), which documents how Virginia will obligate federal transportation funds.

The Wythe County Board of Supervisors is seeking proposals for Construction Inspection Services for water and sewer utility construction projects.

The Inspector(s)/Resident Project Representative(s) shall perform daily on-site inspections of projects as directed and coordinate with Owner and Project Engineers as required. Proposals must include relative construction and project oversight experience and provide contact references for similar projects.

Projects will include expansion of the County Water System(s) and may include the following types of work; Installation of 4-inch to 24- inch water main and appurtenances, concrete water reservoir, pumping station; 4-inch to 8-inch gravity sewer, sewer force main and lift station.

Awards may be made to more than one Offeror. Contract term will be for one year and may be renewable for two additional one-year terms.

Interested firms or individuals are requested to submit two copies of qualifications and references on Standard Form (SF) 330. Proposals will be received at the office of Stephen D.
