2011 Soccer League Rules


Player Eligibility

Pee Wee -    Pre-K and K.  Must be 4 years old as of September 30, 2011 and cannot turn six (6) before September 30, 2011.

Middy -        1st and 2nd graders.  Cannot turn eight (8) before September 30, 2011.

Field and Ball

1.    The size of playing field will be forty (40) yards by thirty (30)for both Pee Wee and Middy.
2.    The ball will be a # 3 soccer ball for both Pee-Wee and Middy teams.

General Rules

1.    Teams shall play with six (6) players and may not have less than five (5) to begin or continue a game.  A team that starts with fewer than six (6) players may have its additional player(s) enter the game during any stoppage of play.

2.    Each game will consist of four (4) eight (8) minute time periods.  The game clock will run continuously during these periods.  The clock will only be stopped during an injury or when signaled by the referee.  There will be a five (5) minute break at half-time and a one (1) minute break between the periods.

3.    A coin toss will determine which team puts the ball in play to begin the game.  Ball possession will then alternate at the beginning of each period.

4.    The completion of the first half will constitute a full game in the event the game is called by the official for inclement weather.

5.    Teams may substitute during any stoppage of play.  Substitutes must enter at mid-field and may only enter the game when signaled by the referee.

6.    A goal is scored when the entire ball passes beyond the end line, between the goal posts and under the cross bar.

7.    Only intentional handballs will be called (ie: a player must move an arm or hand to control the ball or knock it down.)

8.    A ten (10) yard zone must be given automatically by the defense on free kicks, kick-offs, and corner kicks.  Goal kicks must go beyond the penalty box to be in play.  If the ball does not go beyond the penalty box it will be re-kicked.  Players taking a throw-in, free kick, kick-off, goal kick or corner kick cannot touch the ball again until it has been touched by another player.

9.    The goalie is in possession of the ball when the ball is held with control.  Once the goalie has possession of the ball, he/she has six (8) seconds in which to release ball into play.  Once the ball has been released into play the goalie may not touch it again with the hands until it has been touched by another player of the same team outside of the penalty area or by a player of the opposing team either insider or outside of the penalty area.

10.    A player will be allowed two (2) attempts at a throw-in (ball thrown with both hands over the head with both feet on the ground constitutes a successful throw-in).

11.    Fouls will be penalized with an indirect free kick.  No goal may be scored from an indirect free kick unless it is touched by another player before entering the goal.  Corner kicks and kick-offs are direct kicks and may go directly into the goal for a score.

12.    Referees will stop play if a player becomes injured.  The injured player must be replaced and may not reenter until the next opportunity for a legal substitution.  Players who are injured should lie on the ground and indicate to the nearest official that they are injured.  During a stoppage of play for an injury the other players will sit on the ground until play is resumed.

13.    The time clock will be kept by the referees on the field.  Unsportsmanlike conduct will not be tolerated from coaches, players or fans.  Yellow and/or red cards will be issued by the referees for fragrant rules infractions and misconduct.  Any player receiving a yellow card must leave the game and sit-out for the remainder of the period.  Any coach receiving a yellow card must remain silent for the remainder of the game.  Any coach or player who receives a red card must leave the game and the facility where the game is being played.  Anyone receiving a second red card during the season will be suspended for the remainder of the season.

14.    There will be no overtime periods if the game is tied at the end of the fourth (4th) period.

15.    Players benches will be located on the same side of the field with the viewing area for spectators on the opposite side.  Only players and coaches may be on the team side.

16.    Every player must play the equivalent of two full-time periods of play.

17.    Shin guards must be worn during all practices and games.

18.    All shoes must be rubber soled, have eyelets or velcro for lacing (no hooks) and must have rubber cleats (no metal cleats). 

19.    Pee-Wee and Middy Leagues are instructional leagues and no score or standings will be kept.
