On Jan. 24, 2012, the Wythe County Board of Supervisors held its bi-monthly meeting at the County Administration Building at 9 a.m. At the meeting, the Board addressed issues concerning the dog shelter, agreed on a possible temporary home for the Farmer’s Market, and heard updates from County departments.
A few citizens addressed the Board with concerns about the Wythe County Dog Shelter. The Board approved a policy prohibiting the euthanizing of animals the day after a holiday.
Mike Cassell approached the Board to request the use of the parking lot adjacent to the County Administration Building as a possible temporary home for the Wytheville Farmer’s Market should they have to relocate from their current location on Main Street. Cassell indicated that the vendors would bring and assemble their own tables and tents. In addition, Cassell promised the parking lot would be cleaned and ready for County access following market days.
Cassell also asked if the Wytheville Farmers Market could include the parking lot in a study to find which of three locations is most suitable for the market’s permanent home. The reason the group is looking for a new location, according to Cassell, is because it has out grown its current location.
It was noted that the Board’s Building and Grounds Committee is fully in support of allowing the Wytheville Farmers Market to use the parking lot as a possible temporary home and to include it in the study. The Board agreed to the use and asked Cassell to return to the Board with the findings of the study.
Scott Farthing, County Attorney, discussed with the Board two ordinances he drafted per its request. The first was a Noise Ordinance to regulate volume control.
Farthing noted a ruling in a Virginia Beach case stated such an ordinance must not be solely subjective in regards to who is hearing the noise. The draft presented to the Board included evaluation with specific distances.
Sheriff Doug King added he would like to have decibel levels referenced in ordinance, which would require decibel readers to measure a specific level of noise. Board members agreed and requested Farthing rework the draft to include specific, measurable noise levels.
The second ordinance the Board was presented involved restriction on loitering within the County. The Sheriff and the Board requested language be added to specifically target solicitation.
County Departments presented the Board with reports of activities from the past six months. Reporting departments were comprised of finance, building and ground, parks and recreation, engineering, planning commission, water and waste water, and emergency services. |
